Rules for the 2008 Hamburg Invitational Tournament

RULES FOR THE 2008 HAMBURG INVITATIONAL

1. AGE BRACKETS:
Boys and Girls teams in separate divisions
Under 09-Born on 8/1/99 or after
Under 10-Born on 8/1/98 or after
Under 11-Born on 8/1/97 or after
Under 12-Born on 8/1/96 or after
Under 13-Born on 8/1/95 or after
Under 14-Born on 8/1/94 or after
Under 15-Born on 8/1/93 or after
Under 16-Born on 8/1/92 or after
Under 17-Born on 8/1/91 or after
Under 18-Born on 8/1/90 or after

2. ROSTERS:
A roster must be on file with tournament headquarters prior to competition. A player may be rostered on one team per tournament. 2007-2008 rosters or 2008-2009 rosters will be accepted. The maximum roster size per age group is as follows:

Under 9 and Under 10 ~ 11 players maximum
Under 11 and Under 12 ~ 14 players maximum
Under 13 to Under 16 ~ 18 players maximum
Under 17 and Under 18 ~ 22 players maximum
(Only 18 players per game)

A maximum of 3 guest players is permitted U12 and under.
A maximum of 5 guest players is permitted U13 and above.

3. TOURNAMENT HEADQUARTERS:
Tournament headquarters will be located at West Bennett Memorial Park, 10446 Merrill Road, Whitmore Lake, MI 48189. Key contact is Jim Clark, Tournament Director, 810-923-5552.

4. REGISTRATION:
Registration will be held Friday, August 8, 2008 at the West Bennett Memorial Park, 10446 Merrill Road, Whitmore Lake, MI 48189. Non-USYSA must provide proof of insurance. At registration a team's coach or representative must provide:

a. Two copies of an stamped official roster
b. Player and coaches picture identification passcards
c. Player Medical Release Forms ~ Notarized (including guest players)
d. Hamburg Invitational Liability Form
e. Risk Management cards for coaches and managers
f. Proof of permission to travel. (If outside Michigan)
g. Teams from outside the U.S. (but from a CONCACAF nation) must have proof of entry into the U.S. and a completed form from their Provisional or National Assoc. approving the team's permission to participate in the event.

5. ELIGIBILITY:
All state associations, US Club Soccer, foreign teams-Canadian teams are eligible to participate in the 2008 Hamburg Invitational.

6. RISK MANAGEMENT:
The Hamburg Community Soccer Club and Hamburg Invitational Tournament adhere to the Michigan State Youth Soccer Association Risk Management policies. These can be found at the MSYSA website (www.MSYSA.net), PROGRAMS, RISK MANAGEMENT.

MSYSA registered teams will be required to present risk management cards for coaches, assistant coaches and team managers. And they are required to CARRY THEM ON THEM at the team games.

7. GAME FORMAT:
Under 9 and Under 10 ~ Two 25 minute halves ~ Ball Size 4
Under 11 and Under 12 ~ Two 30 minutes halves ~ Ball Size 4
Under 13 and above ~ Two 35 minute halves ~ Ball Size 5

Half-time will be exactly five (5) minutes.

Each participating team will play a minimum of three (3) games. No team will play more than two (2) matches per day. All finalists will receive both individual and team trophies. The first place team for a group, based on points or tie breakers, as described below, will play the first place team for the other group for the division championship. All games played, including crossover games and games counted due to forfeit, will be counted in point totals. Ties will stand in all games except championship matches. In championship matches, overtime rules are below.

All games are refereed by a three (3) person system. All referees are USSF certified.

8. FIFA RULES APPLY, UNLESS LISTED DIFFERENTLY IN TOURNAMENT RULES.

9. 6v6 PROVISIONS:
a. Offsides will NOT be called
b. On passback to keeper, keeper may play ball at feet but not handle.
c. When ball goes out of play over the sideline, play will be restarted with a throw in.
d. No violations on keeper distributing ball over mid-field line.

10. PRE-GAME CHECK IN PROCEDURES:
Twenty (20) minutes prior to the start of each game, the coach shall present his team (up to 18 players) to the referee for check-in. The referee shall check player cards against the individual players, and assure the cards have been properly marked.

It is not necessary to present a copy of the team’s official roster to the referee. However, the coach should have extra copies of the roster available should any questions arise.

Cards shall be held by the referee or his designee and returned to the coach at the end of the game, except for player receiving a red card, in which case the ID Card(s) of the ejected player shall be given to the field marshal and shall be turned in to the scorer’s tent, and held until the player has sat out the required game.

In the case of other disciplinary matters, the player’s card shall be held by the Tournament Director until the matter is adjudicated by the Tournament Discipline Committee.

All cards shall be returned to the coach at the end of the tournament, unless a questionable card has been confiscated by the Competition Director or his designee, or an allegation of misconduct against a game official has be filed.

11. PLAYER EQUIPMENT:
A player's uniform shall consist of a shirt, shorts, socks, shin guards, and footwear. Cutoffs will not be allowed in lieu of uniform shorts. NO slider pants will be allowed to excessively show under any uniform shorts.

Each team shall bring two uniforms of contrasting colors.

No jewelry may be worn.

Note: Players with soft casts are eligible to play coupled with the decision of the center referee and/or Tournament Director. No players with hard casts can participate during play!

Teams must wear numbers on their shirts. Each player shall have a different number and this number must be the same as listed on the official tournament roster.

Goalkeepers shall wear colors, which distinguish them from other players on both teams and the referee.

The appearance of players is a vital extension of the game. Players must wear shin guards, socks must be pulled up over the shin guards, and shirts will be tucked into the shorts at all times during tournament games.

12. HOME TEAM:
The home team is the first team listed. In the case of similar color uniforms, the home team will change uniforms.

13. SCORING:
Scoring will be posted on-line at www.hamburginvitational.com. Scoring will also be posted manually at Merrill Field at the main tournament tent. At the end of each match, both participating coaches must sign the scorecard. This is considered a verification of the game score. The referee will give the scorecard to the referee coordinator or assistant, Head of Scoring or Site Directors. Ultimately, the center referee is responsible for bringing the card to the referee coordinator within an hour after the game's completion. Caution and ejections will be clearly noted on the scorecard and tracked by the referee coordinator, Head of scoring and/or Tournament Director.

14. GAME BALLS:
Game balls for game play are provided by tournament.

15. SUBSTITUTIONS:
International Rules (FIFA/USSF) apply with the following exceptions:
-Free substitutions are allowed at all age groups.
-Substitution must be at the midfield line.
-Substitutions may be made with the consent of the referee as follows:

a. After a goal by either team
b. Before any goal kick
c. Before a throw-in in your favor
d. At the beginning of any half of play
e. After any injury, by either team when the referee stops play
f. After caution, one for one by both teams if the cautioned player is substituted

Note: In the event a National Team participates in any age group/division u16 and up, teams in that group/division are limited to the use of 6 substitutes for the entire game with NO re-entry.

16. Both teams will have their bench one the same side. Spectators will be on the opposite side. The half way line will divide the teams and the spectators. No persons are permitted behind the goals. Coaches are responsible for the spectators’ behavior. Dissent will not be tolerated.

17. DIVISION STANDINGS:
Each team will be awarded 3 points for a win, 1 point for a tie, and 0 points for a loss. In the event of ties in the standings, the following procedure will determine the group winner.

a. Head to Head (skip if more than two teams are tied)
b. Greater Goal Difference - Goals scored less goals allowed (max. 4 per game)
c. Least goals against
d. Most goals scored (max. 4 per game)
e. Penalty kicks. 5 per team, alternating. If tied after 5 each, 1 per team will be selected until the tie is broken. (The penalty shooters can be anyone who is dressed to play and rostered).

18. Individual awards will be given 1st and 2nd place for U 13 and above teams. Under 9 through Under 12 divisions will receive participation awards.

19. FORFEITS:
A team that fails to field 7 players (5 for Under 10 and below) 5 minutes after the scheduled kick off, will forfeit. The score will be 4-0. The team winning the forfeit will be awarded 3 points. Any team who forfeits a game will not advance from their bracket. Any use of illegal players will result in a forfeiture of all games.

20. TIES DURING CHAMPIONSHIP OR PLAYOFF GAMES are settled by two 5 minute overtime periods. Both periods will be played to completion. There is no golden goal rule. If a tie still exists, the kicks from the Penalty Mark shall be taken to determine a winner.

21. REFEREES DECISIONS ARE FINAL - NO PROTESTS - NO APPEALS

22. INCLEMENT WEATHER:
The tournament committee and/or director have the right to stop games due to weather.

Games interrupted in the first half:
a. will continue if time permits
b. If time does not permit, a 0-0 tie will be awarded.

Games interrupted after the completion of the first half:
a. will continue if time permits
b. If time does not permit, the score of the game will stand.

DUE TO CIRCUMSTANCES OR CONDITIONS BEYOND CONTROL, THE TOURNAMENT COMMITTEE WILL NOT BE
RESPONSIBLE FOR ANY REFUNDS.

23. DISCIPLINARY:
In accordance with FIFA policy

There shall be no dissent between fans, players and/or coaches and the referee. Questioning a referee's call is considered dissent. All coaches are urged to solicit the support of their fans in monitoring and enforcing this policy. The use of noisemakers such as air horns, cow bells, whistles, loud oral whistling, etc. during a game is prohibited and considered unsportsmanlike conduct. The referee may suspend play until the offending noise stops.

Any player or coach ordered from the field (red card) by the referee for misconduct shall be suspended from the next game. No substitution will be permitted for an ejected player.

Such behavior may result in forfeiture of the game and/or expulsion from further play.

All MSYSA players, coaches, and other team officials who receive a red card in tournament but do not serve their suspension in the tournament, must serve their suspension in their next League game.

Any player, coach, assistant coach or manager receiving a red card will not be permitted to participate in the remainder of the game and the following game. They may sit with their team, but cannot dress in uniform. Coaches may be given cautions or sent off. Coaches who are sent off cannot participate as a coach or a spectator in their team's next game. An ejected coach may not be in the vicinity of the playing field during the sanctioned game. If a player or coach is sent off during the final game of the tournament, that player or coach's card will be held by the tournament committee and mailed to the league office which has certified the player or coach. If it is a CONCACAF player or coach, the card will be mailed to the team and a report of the disciplinary action taken will be sent to the US Soccer Federation so that it can be transmitted to the team's provincial or national association.

25. QUESTIONS SHOULD BE DIRECTED TO THE TOURNAMENT DIRECTOR.

26. DISPUTES:
The Tournament Directors’ interpretation of the foregoing rules and regulations shall be final. The Tournament Director reserves the right to decide on all matters pertaining to the tournament.
